Do the travel concessions (such as breaking the fast and shortening prayers) apply to a bus driver who covers long distances daily?

If a bus driver travels the distance that makes shortening prayers permissible (approximately 83 kilometers outside the city limits), he is permitted to shorten the four-rak'ah prayers and combine the Dhuhr and Asr prayers, and the Maghrib and Isha prayers, for the duration of his journey until he returns to his hometown.
