Should the hands be raised at the beginning of Du'a Al-Qunut (when praising Allah) or when the Imam begins to supplicate?

The performance of Qunut in Witr prayer and the raising of hands during it have been authentically reported from the noble Companions. The worshipper raises his hands in Qunut al-Witr from the very beginning of the supplication. The Sunnah has indicated the raising of hands when praising Allah, just as praising Allah is considered a supplication, and it is a part of the supplication that must be commenced with before any other supplication.
