Which parent is given precedence in Umrah, the father or the mother?

It is permissible to perform 'Umrah on behalf of deceased parents, and the reward for it reaches them. If the parents are alive, then for the 'Umrah to be valid on their behalf, it is a condition that they be permanently unable (to perform it themselves), that they grant permission for the deputization, and that the deputy has already performed 'Umrah for himself. It is preferable to perform 'Umrah for the mother first, due to the virtue of honoring her, unless the father's 'Umrah is obligatory and the mother's 'Umrah is supererogatory, in which case the obligatory one is given precedence.
