What is the ruling concerning a husband who permits his wife to go out while wearing makeup, large earrings visible from her khimar, and a khimar that reveals her ears and neck?

A husband is responsible for his wife and children, and he will be held accountable for any negligence in advising and raising them. A woman's adornments are divided into apparent, such as outer garments, and inner, such as kohl and bracelets, which only her husband sees. A woman must cover her face, hands, and inner adornments from non-mahram men. Makeup and henna are adornments that should not be displayed to non-mahram men. If makeup is proven to be harmful to the skin, it should be avoided. A woman's neck and ears showing from her head covering (khimar) are forbidden, as they are part of the adornments that must be covered from all men except her husband and mahrams. It is not permissible for a husband to allow his wife to display her inner adornments, and he must command her to improve her hijab.
