Is naming the stormy winds "Al-Naw'ah" forbidden or considered a form of polytheism (shirk)?

There is no Sharia-based prohibition in naming the storm "al-Naw' " (or "the Naw' "—referring to a specific star or asterism traditionally associated with rain), nor does it constitute polytheism (shirk). What is prohibited is attributing rain to the Naw', believing it to be its creator.
