Is it permissible to marry a Russian girl in court in a city where there is no sheikh or mosque available, and what are the implications of that?

A Muslim, when marrying, should choose a righteous wife of good character and religious commitment. The Sharīʿah has forbidden marriage to a polytheist woman and an adulteress. It has permitted marriage to a Muslim woman and a chaste woman of the People of the Book, provided that the husband is strong in faith to protect his religion and his children.

If the Russian girl is Muslim, marriage to her is permissible, and her Muslim guardian conducts the marriage contract in the presence of two witnesses. Otherwise, the Muslim ruler or a common Muslim man does so. It is not valid for a disbeliever to conduct the marriage contract.

If the girl is from the People of the Book, her guardian from her own religion conducts her marriage contract, or the Muslim ruler, or the ruler from her own religion, or a common man from her own religion with her permission. Her Muslim relative does not conduct her marriage.
