Whoever borrows with usury without a compelling necessity has committed a sin and must repent. Necessity is the situation where, if one does not partake of the forbidden, one would perish or fall into an unbearable severe hardship. As for the mere desire to settle debts, it does not permit borrowing with usury, because an insolvent debtor must be granted a delay, as Allah Almighty says: "And if there is one in hardship, then [let there be] postponement until [a time of] ease. But if you remit [it as] charity, it is better for you, if you only knew."
