Is it obligatory to say the Basmalah when moving between surahs in a Quranic examination, and is one to seek refuge (with Allah) when reciting a passage from Surat At-Tawbah?

If the recited passage is from the beginning of a Surah (definition), then reciting the Basmalah is recommended. If it is from the middle, one has the choice between reciting it or omitting it, this applies to all Surahs except Surah At-Tawbah (definition). As for Surah At-Tawbah, the Basmalah is not recited at its beginning by consensus. Regarding its middle, scholars have differed, but the correct view is that it is permissible to recite it. As for seeking refuge with Allah (reciting the Ta'awwudh), its place is at the beginning of the recitation and it is not repeated unless one discontinues the recitation and then resumes it.
