What is the reason for the differing fatwas regarding eyebrow grooming, and does the hadith, "May Allah curse the namisah and the mutanamisah," affect this difference?

Plucking eyebrows is forbidden due to the hadith of Ibn Mas'ud, in which the Prophet, peace and blessings be upon him, said: "Allah has cursed the tattooers and those who seek to be tattooed, the namisat (pluckers of eyebrows) and mutanammisat (those who seek to have their eyebrows plucked), and those who widen gaps between their teeth for beauty, altering the خلق الله (creation of Allah)." An exception is made for necessity, such as for medical treatment, or if the eyebrow hair is excessively long to the point of disfiguring one's appearance. The pursuit of beauty by altering the creation of Allah is the reason for the prohibition.
