The answer

The attribution "al-Jawbiyari" refers to the village of Jawbar or Juwaybar, one of the villages of Herat. The most famous person to bear this attribution was Ahmad ibn Abd Allah al-Jawbiyari al-Kadhdhab (the Liar), who was well-known for fabricating and became a byword for mendacity. Al-Dhahabi, Ibn Kathir, and others mentioned him.
