Do the rulings of the night, such as reciting Surah Al-Mulk and the specific verses like the last two verses of Surah Al-Baqarah and the last ten verses of Surah Al-Imran, begin immediately after sunset, or after the 'Isha prayer? And what is the time for reciting them? Are they specifically for sleeping? If someone recites them after Maghrib or 'Isha, do they need to recite them again before sleeping? Is it permissible to follow dispensations in reciting these verses according to one's situation?

It is recommended to recite Surat Al-Mulk and Surat As-Sajdah every night before sleeping, due to the action of the Prophet (PBUH).

Performing night vigil with ten, a hundred, or a thousand verses from the Quran can be done at any time of the night or day, and it is not a condition that it be within formal prayer. A menstruating woman is permitted to recite the Quran.

As for the last verses of Surat Al-Baqarah, they are not specifically linked to sleep, and it is preferable to recite them after the 'Isha prayer.

It is sunnah to recite the last ten verses of Surat Aal 'Imran upon waking up from sleep.
