What is the ruling on someone who became ritually impure (junub) while traveling in winter with cold weather, and he changed his clothes, washed away the semen, then performed ablution (wudu) and dry ablution (tayammum), but did not perform ritual bathing (ghusl) due to the cold weather, knowing that he spends the night in the open within or near a city, and the mosque restrooms are not equipped for bathing? And is it obligatory for him to rent a place for bathing, given the embarrassment of informing his companions and the fear of delaying them? If the prayers must be repeated, should they be repeated as shortened or full prayers? And is he considered negligent?

Shyness from bathing or fear of embarrassment are not valid excuses for tayammum (definition). If one performs ghusl (definition) (ritual bath) without purification, their prayer is invalid, because wudu' (ablution) is not a substitute for ghusl. Tayammum is only permissible in the absence of water, or if there is fear of harm from using it after attempting to mitigate the harm. Ghusl can be performed anywhere, not necessarily in a private bathroom. If water is available and there is no fear of harm from using it, then one must repeat the prayers performed with tayammum. Ghusl is not required in a specific place, and one can perform ghusl in a rented place if necessary and if it does not cause financial harm. If the person performing tayammum fears harm from cold water and cannot heat it or go to a paid bath, then tayammum is permissible for them. Whoever arrives at a place where ghusl is possible must perform ghusl first, then pray. Missed prayers during travel must be made up in full. Some scholars are of the view that whoever leaves a pillar or condition out of ignorance is not required to repeat the prayer.
