Is it permissible for a mother to give two of her unmarried (spinster) daughters a larger share of her plot of land than their siblings, in order to enable them to purchase an apartment in the future?

A mother is permitted to distribute her wealth among her children during her lifetime, and she must be just in doing so. It is not permissible to favor some children over others without a legitimate Shar'i reason, such as favoring an unmarried daughter merely because she is unmarried, unless she is in need, in which case it is permissible. If all the children consent to the favoritism, then it is permissible.
