Is a mandatory contribution permissible to a family association that supports marriage with specified amounts for both the groom and the bride's father?

If the purpose of collecting money is cooperation and mutual support among family members, then it is a recommended act; because it falls under the category of cooperation in goodness and benevolence, provided that the participants pay the money with their full consent, not under duress or out of shyness, due to the Prophet's (peace and blessings be upon him) saying: "The wealth of a Muslim person is not lawful except with his willing consent."
