What is the ruling on writing letters to request needs that include praise for officials, such as "My hope is from God and then from you" or "My hope is to receive a portion of your renowned generosity," and is it permissible to take financial compensation for them?

There is no harm in writing these letters and taking a fee for them, and there is no harm in writing these words as long as the person believes that the only one who can benefit or harm is Allah the Almighty, and that these individuals are merely means through whom Allah facilitates whatever He wills.
