The belief in the universality of the religion of Islam, its suitability for every time and place, and its fulfillment of humanity's needs, is a religious obligation. Whoever believes otherwise, such as that Islam is suitable for one time but not another, or that something else is more suitable than it, has disbelieved (committed kufr); because that entails belying the texts of revelation and diminishing the religion and the Messenger. The Maliki Mufti in Tunisia ruled that the proponents of these blasphemous theses are apostates. Allah Almighty said: (This day I have perfected for you your religion and completed My favor upon you and have approved for you Islam as religion.) And Ibn Kathir said: "This is the greatest of Allah's favors upon this Ummah, for He has perfected their religion for them, so they do not need any religion other than it, nor any prophet other than their Prophet." Ibn Hazm mentioned that it is by consensus, since the Prophet, peace be upon him, passed away, that revelation ceased and the religion was perfected, and that it is not permissible for anyone to add to it, subtract from it, or alter anything therein, and whoever does so is a disbeliever.
