What is the ruling on Zakat and Hajj for one who does not possess the financial means, and is it more befitting to strive to perform them or to perform the Sunnahs, knowing that striving to perform them will reduce the performance of Sunnahs?

Hajj and Zakat (definition) are obligatory only when one has the ability and the conditions are met. Whoever is not obligated to pay Zakat and does not have the ability to perform Hajj is not required to do so. Nor is he obligated to save money for them to become incumbent upon him. It is better to hasten with charity in good deeds, as there are exhortations to quickly perform righteous acts for fear of something preventing them.
