The answer

The time for Isha prayer extends from the disappearance of the red twilight until one-third or half of the night. Delaying it due to fatigue or drowsiness is permissible. However, consistently sleeping through it until its time expires is considered negligence that necessitates repentance and immediate performance of the missed prayers, estimating their number based on prevailing assumption.

Sleeping before the Isha prayer is disliked by most scholars, especially if it is after the prayer's time has begun and it is known that one will not wake up to perform it, due to the neglect involved.

As for Witr prayer, it is not obligatory to make it up, but it is recommended to make it up in its original form (i.e., three or more rak'ahs, concluding with a single rak'ah).
