Is it permissible for someone who shaves his beard to lead people in prayer, when there are bearded men among them?

"Whoever shaves his beard has disobeyed his Lord and violated the command and guidance of the Prophet; for it has been authentically reported that he had a thick beard and commanded to let it grow. The prayer behind someone who shaves his beard is valid, but the most deserving of leading the prayer is the one who is most knowledgeable of the Book of Allah, most aware of the Sunnah, and most upright."
