What is the ruling regarding a father or brother who does not pray, yet pays Zakat on behalf of his praying family members and siblings?

Neglecting prayer is a grave sin. However, according to the more accurate opinion, one who abandons prayer due to laziness is not an apostate. Such a person is still obligated to pay Zakat al-Fitr for himself and for those he supports. As for Zakat on wealth, everyone pays it for themselves, and it is permissible to appoint someone who does not pray to distribute it on one's behalf.
