Is Zakat al-Fitr accepted from someone who abandons prayer, and is it permissible for his wife to give it on his behalf and on behalf of their children without his knowledge?

If one abandons prayer out of denial, he is an infidel by the consensus of scholars. If he abandons it out of laziness, he is an infidel according to the most correct of their sayings. No zakat, fasting, or Hajj is valid from him, and it is not permissible for his wife to allow him intimacy until he repents. The wife must pay zakat al-fitr for herself, and if the children are young, she pays for them. If they are adults and possess wealth, they must pay it for themselves.
