Is it permissible to give zakat to one who abandons prayer or fasting despite being able to, and what is the ruling if they are a relative?

It is permissible to give zakat to someone who neglects fasting out of laziness if they are deserving of it, because they are not considered a disbeliever. As for someone who denies the obligation of fasting, they are a disbeliever and should not be given zakat; they are to be treated as an apostate.
