Paying Zakat to someone who is negligent in attending congregational prayers or sleeps through them is permissible. However, it is preferred that Zakat be allocated to people of righteousness and goodness, for the Prophet, peace and blessings be upon him, said: "Feed your food to the pious, and do good to the believers." As for one who abandons prayer, Zakat should not be given to him until he repents and commits to performing it.
