Does not fasting or not giving Zakat without a legitimate Shar'i excuse constitute apostasy from the religion?

Whoever abandons zakat and fasting, denying their obligation, has committed an act of disbelief and exited the fold of Islam. This is because there is established evidence from the Qur’an, Sunnah, and scholarly consensus (Ijma’) regarding their obligation. As for whoever abandons them out of laziness, while acknowledging their obligation, they have not committed an act of disbelief, but they have committed a grave sin. Zakat is taken from them forcefully, and if they refuse, they are fought. The one who abandons fasting is imprisoned and denied food and drink.
