Is it permissible to delay making up past Ramadan fasts for years without a valid excuse due to the hot weather and long days?

Whoever misses days in Ramadan (definition) is recommended to hasten to make them up, in discharge of their obligation. It is permissible to delay making up the fasts as long as time does not become tight, such that there remains between them and the next Ramadan only enough time to make up what is due.

If one delays making up the fasts without a valid excuse until the following Ramadan begins, then in addition to making them up, they must feed one poor person for each day. The amount of feeding (mudd) is equivalent to 750 grams of the staple food of the people of the land. This is the view of the majority of scholars.

If one delays making up the fasts for several Ramadans, the expiation (kaffarah (definition)) is not repeated; rather, they owe one fidyah (definition) along with making up the fasts, based on the statement of Ibn Qudamah: "If he delays it without an excuse until two Ramadans or more overtake him, he is not obliged to do more than one fidyah along with making up the fasts."

The heat of the weather and the usual long days are not considered a sufficient excuse to delay making up the fasts and to waive the expiation, as it is possible to seek out temperate seasons of the year.
