Learning and memorizing the Quran is among the best acts of obedience, and the best of people are those who learn the Quran and teach it. A Muslim must memorize Surat Al-Fatiha and what is sufficient for their prayer to be valid. Anything beyond that is a collective obligation (fard kifaya) and a virtue. There is no sin upon one who does not attend memorization circles as long as she memorizes what is sufficient for her prayer to be valid, but she has missed out on much good.
