The relationship of love between men and women is detailed in Fatwa No. 34504. As for a woman saying that the matter is by Allah's will, this is a false argument, because Allah condemned those who used His will to justify their polytheism, as the disbelievers of Quraish said: "If the Most Merciful had willed, we would not have worshipped them" and "If Allah had willed, we would not have associated [anything with Him]." One must act and take the lawful means and not rely solely on destiny, for the Prophet, peace and blessings be upon him, said: "Work, for everyone is facilitated for that for which he was created," and "Destiny is to be invoked in calamities, not in faults."
