Is it permissible to combine the Maghrib and Isha prayers for someone who works for a company 60 km away, and the bus does not stop for prayer, knowing that the bus may depart shortly before Maghrib and arrive after or just before Isha?

The distance mentioned (less than 83 kilometers) is not considered a distance for qasr (shortening prayers) according to the majority of scholars. Therefore, it is not permissible to continuously shorten and combine prayers for such a distance. Some scholars are of the view that the distance for qasr is determined by custom, so if it is customarily considered travel, then combining prayers is permissible. The preponderant opinion is that the distance for qasr is not less than 83 km. It is permissible to combine prayers occasionally out of need, as the Prophet, peace and blessings be upon him, did in Medina without travel or rain, provided that this does not become a continuous habit.
