If the broker expends effort and hardship to secure an exemption from notarization, then there is no harm in paying him a fee for his endeavor. However, if he exerts no effort other than using his influence with the official, then he is not entitled to such a payment, because it is not permissible to accept compensation for influence. If the rightful claimant finds no means to obtain his right without such payment, then he is excused.
