If the father does not own gold for his daughters but rather bequeaths it to them, this is a bequest to an heir, which is impermissible unless approved by the rest of the adult, mature heirs. This is based on the Prophet, peace and blessings be upon him, saying: "Indeed, Allah has given every rightful person his right, and there is no bequest to an heir." If the heirs approve it, then it is permissible according to the majority of scholars.
