Is it permissible for officials at the the orphanage to hand over a child to someone who wishes to adopt him?

Adoption in Islam is of two types: 1. Forbidden adoption: This is adopting a child and considering them the child of the adopter, with all the rulings pertaining to a biological child. Allah the Almighty invalidated this, saying: ﴿Nor has He made your adopted sons your [biological] sons.﴾ 2. Permissible (recommended) adoption: This involves showing kindness to the child, caring for them, raising them with sound religious upbringing, and teaching them what benefits them.

Conditions for caring for a child of unknown parentage: The child must be handed over to someone known for trustworthiness, religiousness, and good conduct, with whom the child's welfare is ensured, and who is from the local community, so that the child is not taken to a country where their religion might be corrupted. If these conditions are met, there is no objection to entrusting the foundling of unknown parentage to them.
