Is it permissible to send the value of the expiation for delaying the making up of fasts to needy relatives in Al-Sham, if there are no poor people to feed in the country of residence (Sweden)?

The expiation (fidya) for delaying the make-up fasts of Ramadan (definition) becomes obligatory for anyone who delays making them up without a valid excuse until the next Ramadan begins, unless they were ignorant of the ruling. The majority of scholars, contrary to the Hanafis, hold that it must be given as food, and its monetary value is not sufficient. They differed on the amount: the Shafi'is and Malikis obligate one mudd (approximately 750 grams), while the Hanbalis obligate one mudd of wheat or half a sa' of other types of food, which is the more cautious approach. The individual can appoint someone to buy the amount and deliver it to the poor.
