Which is better in the sight of Allah: the Muslim who is committed to acts of worship but has bad morals, or the Muslim who has good morals but is negligent in acts of worship?

Both descriptions refer to a person who has mixed good deeds with bad ones, and such a person is in great danger if they do not repent to Allah the Almighty.

The one who is negligent in prayer and abandons it commits a greater sin, because abandoning prayer is the greatest sin after disbelief (kufr). Many scholars consider the one who abandons prayer to be a disbeliever. Prayer is the first thing a servant will be held accountable for; if it is accepted, he will succeed and prosper, but if not, he will fail and lose.

As for the one who performs his obligatory duties but harms people, it is feared that his good deeds will be distributed on the Day of Judgment to those he wronged, and then he will be cast into the Fire.

And for the one who is negligent in prayer, his acts of honesty, trustworthiness, and helping the poor will not compensate for even a single prayer, because prayer is the most important deed after the Oneness of Allah and it is the first thing a servant will be held accountable for.
