Does Allah Almighty forgive a married woman who spoke with a strange man over the phone, and then regretted it and repented?

If repentance is sincere, and one regrets the sin and resolves not to repeat it, then Allah will forgive the sin, for Allah's pardon is greater than any sin, and "one who repents from a sin is like one who has no sin." Allah Almighty says: "Say, 'O My servants who have transgressed against themselves [by sinning], do not despair of the mercy of Allah. Indeed, Allah forgives all sins. Indeed, it is He who is the Forgiving, the Merciful.'" The servant should turn to his Lord, have good expectations of Him, and increase in seeking forgiveness and performing good deeds.
