Is it permissible to seek judgment from other than the Book of Allah, and when do we consider a state to be Islamic, knowing that all our laws are man-made?

Submitting to the Sharia of Allah the Almighty is essential for faith, and legislation must be devoted to Allah alone. Allah has judged as disbelievers those who do not rule by what He has revealed, describing them as disbelievers, wrongdoers, and transgressors. This disbelief can be minor or major depending on the ruler's condition.
