What is the ruling on using Al-Rajhi Bank's silver credit card and Al-Rajhi Bank's "Qist" card for travel?
There is no objection to using a Visa card if it is free from prohibitions: imposing interest or a fine for late payment, charging issuance fees for an uncovered card that exceed the actual cost, taking a percentage on withdrawal transactions if the Visa card is uncovered (anything exceeding the actual fee is usury), and purchasing gold, silver, and currencies with an uncovered card. In this case, the bank acts as a lender, and it is not permissible for it to profit from issuance fees, withdrawal charges, or currency exchange. Al Rajhi Bank now limits itself to the actual cost for issuance and withdrawal fees, so there is no objection to using its cards, with the advice to maintain a sufficient balance in them when traveling.
