Some have prohibited it, citing the Prophet’s (peace be upon him) saying: “It is not permissible for a woman to travel for a day and a night except with a mahram.” Others have permitted it for obligatory Hajj when there is no fear of fitna for her, when safe company is available, and when fear is absent. It has been narrated from Ibn Taymiyyah that he permitted the Hajj of a woman who feels safe, even without a mahram.
