Why does Islam need to win over hearts with money for the 'those whose hearts are to be reconciled' (al-mu'allafah qulubuhum), and what is the need for them if their souls are not convinced by Islam?

Islam has legislated giving a share of zakat (definition) to those whose hearts are to be reconciled (al-mu'allafati qulubuhum) out of mercy, benevolence, and eagerness for people's guidance, and to remove obstacles that prevent the message from reaching them. Some influential figures and leaders are won over by money to allow people to embrace Islam. Some may embrace Islam without complete conviction, then see the purity and clarity of Islam and realize that this is a divine religion. Scholars differed regarding the meaning of "those whose hearts are to be reconciled." Some said they are people who outwardly profess Islam due to weakness in their faith. Others said they are a category of disbelievers given to reconcile them to Islam, or a group of prominent polytheists given to reconcile their followers. Scholars also differed on the continuation of the share for those whose hearts are to be reconciled. The Hanafis held that it ceased after Islam became strong, while the majority maintained its continuation whenever there is a need for it.
