Is one who suffers from urinary dripping, whereby something exits after a period of urinating, or during exercise, exempt from ablution, based on the opinion that it is recommended for the incontinent to perform ablution for every prayer without obligation, and if it is difficult for him, it is not required?

The statement attributed to Al-Mawwaq discusses the ruling on سلس الحدث (incontinence) according to the Maliki school. Its purport is that persistent incontinence (al-hadath (definition) al-mustankah) which accompanies a person for all, most, or half of the time, does not necessitate ablution (wudu’). Rather, ablution is merely recommended, unless it causes hardship, in which case it is not recommended. However, if the incontinence occurs only for less than half the time, then ablution is obligatory. Therefore, if the drops of urine do not accompany the person for most of the time, ablution from them is obligatory, and the ruling for a person suffering from incontinence does not apply to him.
