What is the ruling on shaving the small, yellow facial hair to strengthen its follicles and increase its density?

If the hair in question grows on the cheeks or chin, it is part of the beard, and it is not permissible to shave it, because the beard is the hair of the cheeks and chin. However, if the hair is not part of the beard, such as hair on the jowls, there is no harm in shaving it, because the Sharia has remained silent about it, and what it has remained silent about is pardoned.
