Is it permissible to shave the eyebrows to increase their density if they are very sparse?

The jurists have agreed that plucking the eyebrows falls under "al-nams" (plucking of hair) which is forbidden by Islamic law, and that shaving and thinning take the same ruling of prohibition; because it is a change in Allah's creation, unless there is a necessity or an urgent need, such as a prominent defect that necessitates its removal. However, shaving them merely to increase their density or for the sake of beauty is prohibited.
