Is it permissible to trim the excess length of eyebrow hair and remove scattered hair beneath the the eyebrow and above the eye, and does that take the ruling of plucking the eyebrows?

There is no harm in removing hair that grows in unusual places. It is not permissible to remove anything from the eyebrows (al-nams) due to the general prohibitive hadiths, unless the hair grows unusually and causes a noticeable disfigurement or defect, in which case it is permissible to remove only what eliminates the defect. The forbidden al-nams is that which is done for the sake of beauty and altering Allah's creation, as indicated by the hadith: "Allah has cursed the women who tattoo and those who have themselves tattooed, and the women who pluck their eyebrows (al-mutanammisat) seeking beauty by altering Allah's creation." Removing hair between the eyebrows, if it is normal, falls under the prohibited al-nams. However, if it is unusually dense, then it is permissible to remove it.
