What is the ruling on shortening the prayer for a resident in Britain with the intention of returning to Algeria when the situation becomes safe, taking into account the fatwa of Sheikh Ibn Uthaymeen that there is no time limit for shortening the prayer?

Summary of the Fatwa (definition):

The Sheikh (may Allah have mercy on him) issued a fatwa stating that a traveler is permitted to shorten and combine prayers, and to break the fast, as long as the description of being a traveler remains. This is the view of Ibn Taymiyyah. However, the majority of scholars hold that a traveler is permitted the concessions of travel as long as he does not intend to reside for four days or more. This latter view is more cautious, and Sheikh Abdul Aziz bin Baz issued a fatwa according to it.
