Is the Hajj pilgrim's state of Ihram considered valid if he did not enter it from the miqat, but rather went to Medina first, then entered Ihram for Hajj from Dhul Hulayfah (Abar Ali) upon his return from Medina?

Whoever goes to Madinah to visit the Prophet's Mosque and greet the Prophet, peace and blessings be upon him, is not required to enter into a state of ihram, even if he passes a miqat, because he does not intend to perform a ritual (nusuk) or enter the Haram.
