Is it Islamically permissible to establish a charitable fund by collecting a monthly sum from a group of young people to help one another in cases of illness, death, and difficult circumstances, especially given their limited means? And is it permissible to deposit funds from vows (nazr), voluntary charity (sadaqat), Zakat al-Fitr, and Zakat on wealth into it?

To achieve the charitable objectives of the assistance fund, it must be regulated by Sharia (definition)-compliant controls that prevent disputes. These include: that the intention be cooperation, mutual support, and benevolence; that what a participant pays is not linked to what they receive; that the cases covered by assistance be precisely defined; and that there be supervisors for the fund who determine the necessary amount for each case. There is no objection to the varying proportions of what participants pay. As for Zakat (definition) and vows, they should not be placed in this fund, but rather distributed immediately to those entitled to them.
