What is the ruling on migrating to a disbelieving country—such as Canada or France—for the purpose of study, knowing that performing religious rites in Canada is easier than in the original Muslim country where some rites are openly forbidden, and is migration permissible if no other Muslim country is available for study?

A Muslim must emigrate from a country where they cannot openly practice their religion, in accordance with the Almighty’s saying: "O My servants who have believed, indeed My earth is spacious, so worship only Me." They should first search for a Muslim country where religious freedom is available, otherwise, to a non-Muslim country that allows freedom of worship, while being careful of its dangers, acquiring deep religious understanding, associating with mosques, attending knowledge circles, and staying away from bad environments. It is preferable for the emigration to be for the purpose of inviting others to Allah.
