If the eulogy (na'i) is intended to urge people to fulfill the rights of the deceased and to inform them of his death so that they may attend his funeral and pray over him, then there is no harm in it. And supplicating for the Muslim dead upon hearing the news of their death is not an innovation (bid'ah); rather, it is a good deed for which the doer is rewarded.
