Is it true that whoever misses a Fard (obligatory prayer) without a valid excuse does not have to make it up and can suffice with seeking forgiveness, based on the Fatwa of Sheikh Muhammad ibn Uthaymeen, may Allah have mercy on him, that it would not be accepted from him if he were to pray it?

Scholars have differed regarding one who intentionally delays a prayer until its time has expired: is he obligated to make it up (qada'), or is repentance sufficient for him? The majority of scholars hold the view that making it up is obligatory, and this is the most cautious and absolving for one's conscience. Whereas another group of scholars held the view that it would not be accepted if he were to make it up, and this is the view preferred by Sheikh Al-Uthaymeen. However, the stronger opinion is that of the majority, which is the obligation of making it up.
