If a person is afflicted with urinary incontinence, is he required to perform istinja (cleansing) and wudu (ablution) for every prayer, even if he does not find any trace of anything having exited? And how should one who is afflicted with this act if he wishes to read from the Mushaf?

The questioner is advised to perform Istinja' (washing of private parts) only when certain of urine discharge, as certainty is not dispelled by doubt. Not being certain of urine discharge means that purity is affirmed and Wudu' (ablution) is valid. The doubts that he experiences regarding urine discharge and its subsequent drying are satanic whisperings that should not be heeded. If he is not certain of any urine discharge, he is permitted to touch the Mus'haf (copy of the Qur'an) and read from it. However, if he is in a state of minor ritual impurity (hadath asghar), the majority of scholars hold that he is not permitted to touch the Mus'haf, but he is allowed to recite from memory.
