Is it permissible for a ruler to impose the Arabic language on Muslims of other ethnicities?

If the intention behind making Arabic obligatory is to make it the official language in Islamic countries and to encourage its learning and teaching, then this is praiseworthy, and its doer will be rewarded for it as an act of devotion, not out of nationalistic fanaticism, considering it the language of the Qur’an and the Prophet (peace be upon him).
